The Project
The Washington State Legislature has found a continued need for the development of housing affordable to all income levels. House Bill (HB) 1110, is a recent bill that was passed to facilitate various forms of housing, called Middle Housing, typically affordable to residents who earn between 50% and 100% percent of the area median income.
Middle housing are building styles and housing options that do not fit the traditional definition of low-density detached single-family homes or high-density multifamily buildings. These units can include accessory dwelling units, duplexes, triplexes, fourplexes, townhomes, cottage houses, and more. In general, middle housing types are more affordable than traditional single-family homes and often meet a greater diversity of household needs.

As the Town and Whidbey Island as a whole continue to attract new residents, the Town will continue to face housing pressures and Coupeville neighborhoods will face changes as a result now and into the future. This project is a chance for the Coupeville community to play a proactive role in shaping this future.
The Middle Housing Code Update Project is an opportunity for the community to maintain the Town’s historic aesthetic and small town feel, while improving housing affordability, and providing additional housing options for local families and local workforce. To facilitate this project, the Town of Coupeville has received $35,000 in grant funding from the Department of Commerce to implement House Bill 1110.
Another component of our project is the implementation of House Bill 1337, which specifically examines Accessory Dwelling Units as another path to create a healthy mix of incomes within the Town and to preempt local development regulations from restricting these types of dwellings. The Town is utilizing $5,000 from the Town’s budget to implement House Bill 1337.
